What you are suggesting cannot be done. The output frequency (refresh rate) of the VGA card is only suitable for a monitor and is totally different to that of a normal TV. You need a BT829 chip to convert the vga signal to PAL or NTSC.
but on further inespection, i've found a few ebay auctions for the item you're displaying, with this warning:

you need a new video card, and i can almost garuntee that if you look at what you buy before you buy, you'll find yoruself a video card that has the proper outputs to send the signal to a television with ease.
