Off the top of my un engineer head:
Use an AC to 5 VDC adapter and TTL logic.
Perhaps 7 segment LED drivers (7) and adjust the strobe rate for the effect you want.
You could AND this with an audio signal driven comparator output. Again adjust for effect.
