Two things - one, it's REFORMAT.
Reboot is when you cycle the power and the machine turns off, then on.
Two, as far as I know, MCE is only available on pre-packed machines. Dells, HP, and other manufacturers who certify their hardware. As such, their MCE install is likely "SLP" - check it out online.. If your hardware matches, you shouldn't need a key. And if you do, it's a sticker stuck to the box, or laptop.
