Yea, I'd say it's more a list of "Well known computer hackers" than "best white/black hats" or whatever. The real black hats are the ones who aren't caught and won't be caught.

pragma, i agree and disagree. A lot of those blackhats get caught because they are doing pretty major things. They are the best because they try the near-impossible. I suppose probably the "best" blackhat hackers are employed by the NSA, but we'll never really know.
