Mozdev does have a (program? applet? bit of code? whatever it's called?) for smooth scrolling (just like IE, it claims). I saw it the other day. Not sure if it works on both Mozilla and Mozilla Firebird or just Mozilla. It IS there though.

If you have the latest builds, if I'm not mistaken you can find an option to enable smooth scrolling in about:config.
Just key in about:config in the location bar and look for the smoothscrolling property ![]()
