If the fan isn't moving, that's a VERY bad thing. Some processors can fry within an hour or so without a fan. I hope it's not the motherboard that's not providing the power; hopefully it's the fan that's broke. Either way, you need to get that fixed ASAP. I'd wager it's the cause of your problems.

Fan not moving is your problem. They only cost $10 or so, get a new one. Motherboard has sensors to monitor fan speed, thats why it shuts down instantly.

Whatever you do, DO NOT turn on your computer again till you get the fan replaced. The chances of your processor being ruined is way too high. To be honest, you are actually pretty lucky that your processor is still OK with all the times you have turned it on and off. I have heard of some people turning their computer on for LESS THAN ONE MINUTE, and the processor start smoking and it was obviously fried. So be very careful. Just curious, what processor is it? Intel, AMD, and what speed? Remember get the fan ASAP and DO NOT turn it on till it is on there.
